As captured in the memorandums of understanding that will guide it, the Mastery Learning Program will be managed jointly by the education ministry, the Age of Learning Foundation, and any implementing partners included at the discretion of the education ministry.
The program should be managed to encourage decision making as close to students as possible. The parties will do well to recognize and respect the distinct expertise and assets each brings to support program success. Where possible, the partners should employ co-creation to develop and refine the program approach and progress.
The parties should agree on program design principles at the outset. Iteration and improvement on program features and specifications should be responsive to evidence-based outputs and outcomes.
The parties should support joint ownership over program results and shared accountability to participating students and families.
